About TMRS

Texas Municipal Retirement System (TMRS) was established in 1948 and is administered in accordance with the Texas Municipal Retirement System Act (Texas Government Code, Title 8, Subtitle G).

Each TMRS participating city has its own retirement plan within the general framework of the Act. Provisions may vary from city to city, depending upon the options selected by that individual municipality. To determine which options your city has adopted, please contact your city's personnel department or TMRS, or use the City Plan Provisions page on this Website.


TMRS is a qualified retirement plan under Section 401 of the Internal Revenue Code.

The TMRS Act provides that the administration of TMRS is entrusted in a six-member Board of Trustees, appointed by the Governor with the advice and consent of the Senate. Three Trustees are "Executive Trustees" (Menchaca, Rodriguez, and Simpson) who are either the chief executive officer, chief finance officer, or other officer, executive or department head of a participating municipality. Three Trustees are "Employee Trustees" (Linér, Hernandez, and Nixon) who are employees of a participating municipality.

Roy Rodriguez is the Chair of the TMRS Board for 2008, and Carolyn Linér is the Vice Chair.

The Advisory Committee on Retirement Matters is appointed by the TMRS Board of Trustees and serves at the pleasure of the Board. The Advisory Committee provides valuable assistance to the Board in considering benefit changes and improvements to the System, and acts as a voice for member, retiree, and city issues.
